The Science
and Technology Garden of Tianjin University (STGTU)
The Science and Technology Garden of Tianjin University
(STGTU) was co-established by TEDA and Tianjin University
on October 11, 1999. Taking up a total land area of
330,000 square meters and involving a total investment
of RMB 500 million yuan (approx. USD60 million), it
has become a muster point for high and new tech enterprises.
On December 3, 1999, with the approval of the Ministry
of Science and Technology and the Ministry of Education,
STGTU was designated as one of the 15 state-class
experimental science and technology gardens by universities.
It has several project departments under it, including
Management of Science and Technology Development Fund,
Human Resources Development, Overall Affairs Management,
etc. STGTU is intended to provide a rallying point
for high and new tech enterprises. The first phase
of the project takes up a land area of 130,000 square
meters and a floorage of 110,000 square meters. Landscaping
ratio reaches 45%.
STGTU is located in downtown TEDA. It is sandwiched
between TEDA Avenue to the south and Fourth Avenue
to the north, and between Nanhai Road to the east
and Kuining Road to the west.
STGTU is easily accessible. It adjoins the extension
part of Beijing-Tianjin-Tanggu Highway. To its east
is the Bonded Area of Tianjin Port. One and a half
kilometers to its south is TEDA Investment Services
Center.
STGTU provides detailed and individualized services,
including energy supplies, security, landscaping,
etc. It also provides consulting services in terms
of industry, commerce, taxation, banking and laws.
Favorable policies to support new and high tech enterprises
include:
- Enterprises are given a three-year exemption
from taxes and 7-year reduction of taxes;
- Enterprises are entitled to a sum equivalent
to 50% of the patent application and maintenance fees;
- Enterprises are entitled to a sum equivalent
to 30% of the initial service charges for IPO;
- Enterprises are entitled to reduced
office rentals and the Administration Committee of TEDA
will provide office rental subsidies.
Favorable policies to attract professional talents include:
- Each of the postdoctoral talents is
entitled to a family allowance of RMB 50,000 yuan and
a yearly research fund of RMB 50,000 yuan.
- Each of the high quality entrepreneurial
talents is entitled to an apartment of 150 square meters.
No rental is charged for the apartment within two years.
From the beginning of the second year, each is entitled
to a monthly subsidy of RMB 1,000 yuan to cover his
communications expenses.
- Each of the senior talents is entitled to a family allowance
of RMB 20,000 yuan.
