Express customs clearance service
TEDA has been trying to install “On-line Customs Clearance”, but due to high cost and technical problems, little has been achieved in that field. TEDA Customs has an ambitious plan of providing on-line customs clearance service to 16 manufacturing enterprises at the initial stage, including Tongyi Industries and Alps.
All enterprises that have good reputation, credibility and no record of unlawful offenses can apply for the service.
Beijing-Tianjin Airport Connection – Air Cargo
The ground transport of the export cargo between Beijing and Tianjin is carried out by the “ground flights” (or trucks) or Customs supervised truck fleet.
The consignor can select either of the two cities for customs declaration. The cargo customs clearance, quarantine and inspection should, in principle, at the city of customs declaration.
Subject to the regulations relating to China Customs and the State Quality Inspection Administration, for the cargo whose destination is Beijing and the consignee is an enterprise or cargo agent in Tianjin, Beijing Airport Customs will transfer the cargo to Tianjin Airport Customs or Tianjin Bonded Area Customs, if the consignee requests “customs transfer”. When the consignee or the agent requests “customs transfer”, customs declaration and cargo inspection, the customs authorities of the two cities shall give green light.
Express Customs Clearance
“F Channel” or “Green Channel” is intended to make customs clearance easier. When necessary, the cargo can be let go first with the Letter of Guarantee and the necessary formalities are cleared later.
Process: submit application ---- solicit the comments from other departments ---- submit the application to Tianjin Customs ---- submit the application to the State Customs ---- approval
Eligibility for the application：high and new technology enterprises and enterprises with good credibility and no record of unlawful offenses
Coordination Services The functions of TEDA Customs and the customs of other cities are slightly different. TEDA Customs mainly focuses on the services to enterprises operating in TEDA. In Tianjin, 8 enterprises are entitled to the on-line customs clearance services, including 6 like Motorola, Samsung and CTSD which have operations in TEDA.
TEDA Customs pays regular visits to enterprises in order to understand and solve problems faced by enterprises.
New Measures of Customs
As of April of 2004, TEDA Customs adopted new measures making the import and export operations easier for enterprises. These new measures include:
● Imported cargo transported by sea can be declared, inspected and let go within TEDA Customs;
● Import cargo exempt from import duties is let go within 1 hour from the time the customs
declaration documentation is submitted. For import cargo subject to import duties, the tax sheet is
written out within 1 hour after the customs declaration documentation is submitted. Export cargo is
let go as soon as the customs declaration documentation is submitted. Export Tax Refund Sheet is
written out immediately.
● High-tech enterprises and some “double A” enterprises are entitled to such facilitating measures
as “register, inspect and go”, “collective inspection” and “go first and then tax”.
● Business Hours is from 9：00 to17：30 every day of the week, including Saturday and Sunday.
Outside the Business Hours, enterprises can reserve the customs clearance services.
● TEDA Customs sends a working team to the Microelectronics Zone. The working team works every
day from 9：00－22：30 to provide on-site customs clearance services to enterprises.。
● The on-line customs clearance service is still being promoted.
● The 24th of each month ( 9：00－12：00) is the “Customs Director Reception Day”, when the
Director of TEDA Customs presides over a Q&A session and communicates the latest regulations.
